The Brownsville city council, in an effort to motivate residents either to cut down on their smoking or to quit entirely, has placed a ban on smoking in all public places in the city. Area smokers, however, who previously smoked only when they felt an unconscious desire to do so, now consciously choose to smoke when they are at home, in their cars, etc., in order to diminish the chance that the desire to smoke will overtake them in public.
